Local guide
A plumbing change is a building permit question
The City of Encinitas Building Division says permits cover alterations of plumbing, electrical, and walls. Ask them with your sketch.
This is an independent referral guide. It connects homeowners with independent providers and may receive compensation. It is not a licensed contractor and it does not do the work.
Building permit, then the coastal question
Taking out a tub and building a shower changes plumbing. That is the kind of alteration the city describes as permit work. Finish work such as paint is a different list. Do not treat a conversion as paint.
A coastal development permit is separate. City rules exempt many improvements to an existing single family house, and they call out the Coastal Bluff Overlay as a place where that exemption does not apply. A house in Olivenhain is not the bluff. A house on a Cardiff bluff might be. Confirm the parcel.
Moisture is local, the membrane is still required
Highway 101 cottages take salt air. Inland houses still need a pan that does not leak into the joists. This guide will not promise the work is done in a day, and it will not call a low curb a medical treatment.

Say Leucadia, Cardiff, Olivenhain, or New Encinitas, and whether you want a curb.
